You may not think that “coercive” measures work, but take a look at most red cities. I see no tents in Idaho or Montana. I remember when NYC got rid of their homeless population quickly. Think of a hospital triage: Everyone must go to one place (ER) THEN people are sorted….but the first step is to get people off the streets.
